The National Capital Urban Design and Security Plan is a comprehensive urban design and security plan that proposes the use of specific design elements to improve the security of Washington, D.C. The plan uses a design solution that is consistent with Washington's historic character and world-class architecture. It also integrates substantial security measures with streetscape and urban design elements that can potentially improve function, add amenities, and bring increased beauty to distinct areas in the nation's capital.
While focusing exclusively on perimeter security, the plan primarily addresses vehicular barriers that are designed to protect individuals and properties from threats potentially generated by vehicles. It strives to balance two objectives: (1) to be responsive to the historic character of the city; and (2) to be sensitive to areas in the city with distinct characteristics and physical elements.
As project manager and coordinating landscape architect, the landscape architect was challenged with a dual responsibility: coordinating the projects of numerous consultants, and ensuring that the plan reflect the city's overall beauty and distinct character of specific areas.
